I think that the jealousy frame is a little different than the scapegoat frame, but it is an effective tactic none-the-less. The type of frame that you're talking about is usually meant to raise the girl's value to be relative to yours, meaning that if she's saying things like this she actually thinks you're high value and wants you. So when you see girls doing this, it usually means they like you, but are frustrated that you haven't noticed them.
